LA Contractors Dinner Meeting
The Los Angeles Contractors Committee will hold their next Dinner Meeting on Tuesday, April 14th in Pico Rivera at the Dal Rea Restaurant. This months guest speaker will be Michelle Loveall, Senior Vice President of First Regional Bank in Century City. Ms. Loveall will be discussing how the current credit market is affecting the contracting industry, contractors ability to secure loans, working lines of credit and other pertinent economic issues. The meeting will begin at 5:30 pm with a social hour and will conclude at 9:00  pm. This months Member of the Month will be one of our new Associate Members, Kenco Engineering Inc. APACA Board of Directors Meeting & Sacramento Fly-In
The next APACA Board of Director’s Meeting will be held on Tuesday, April 21st beginning at 10:00 am. Please note that this meeting will be held in conjunction with our Legislative Fly-In to Sacramento. The Board of Directors meeting will be held from 10:00 am until 2:00 pm and will follow with some late afternoon meetings with legislators. Please note that the meeting location has been moved to the CMTA Headquarters (see below for additional information). We have invited Assemblyman Mike Eng, who is the Assembly Transportation Committee Chairman, to have dinner with us that evening. The following day, Wednesday, April 22nd we will walk the halls of the legislature. Please plan on participating until 3:00 or 4:00 pm – at which time we will adjourn for the trip home. If you are planning on making the trip you should make your reservations as
soon as possible.

CARB to Reopen Off-Road Diesel Rule to Satisfy Legislature Bill
As previously reported, CARB scheduled two workshops to provide information on staffs efforts to implement the legislature driven modification to the Off-Road Rule. The first meeting was held on April 7th in Sacramento and the Second meeting will be held in Southern California on April 29, 2009 at the South Coast AQMD in Diamond Bar at 1:00 pm.
CARB is working toward implementing three changes to the Off-Road rule as directed by Assembly Bill ABX2 8.
These changes include a revised BACT schedule, credit for retirement of vehicles that reduces total fleet horsepower, and credit for reduced activity. All three of these options have the potential to help reduce current costs to companies in complying with the Off-Road Rule.
CARB sees significant compromise in the proposed changes and negative impacts on their ability to meet their emission targets as a result of these changes. It is apparent from the meeting earlier this week in Sacramento that CARB Staff needs to hear from companies about the needs for reform of this regulation and its impact to your companies. Please plan on attending on April 24 th to make sure your companies concerns are heard by CARB. California Asphalt Magazine Update
The California Asphalt Magazine has been published by the APA of California for almost 12 years. We are pleased to inform you that the publication will now be posted on the APACA website ( www.apaca.org) in a new, 3D format. This new idea has been brought to us by our long-time publishers Kerry and Brian Hoover (Construction Marketing Services). We encourage you to visit the website and take a look at this exciting new format that is now available electronically.
NAPA-SAPA Webinar Program Kicks Off With Green Pavement Programs
The National Asphalt Pavement Association (NAPA) and the State Asphalt Pavement Associations (SAPA) are partnering on a series of webinars that will initially focus on the "Green Pavements Program". This series will focus on subjects that address the "earth friendly" or "green" advantages of HMA pavements.
The first program will take place on Earth Day, April 22nd, and will feature NAPA's Director of EH&S Howard Marks, PhD, discussing the carbon footprint of various pavement types. Tom Peterson, Executive Director of the Colorado Asphalt Pavement Association, will present a state perspective.
The second installment in the series will be Porous Asphalt Pavements, presented by Kent Hansen, P.E., on May 6th. Both programs will begin at 1:00 pm Eastern time (10:00 am Pacific time). You can learn more about the NAPA-SAPA webinars by clicking here.
Sustainable Pavement and Carbon Counting
Making the Case for Asphalt
Learn why asphalt continues to be a highly sustainable pavement. Understand how a pavement's greenhouse gas carbon footprint is calculated and see how different types of pavements compare. See how the inclusion of RAP or the use of warm mix asphalt reduces green house gas emissions. Learn about the LEED green building rating system and the ISO's 14,000 series, and how "green" is defined. The Colorado Asphalt Pavement Association will provide a state perspective.

NAPA Testifies before Congress on Sustainable Asphalt Technology
Warm Mix Asphalt (WMA) was again on center stage when NAPA President Mike Acott testified before Congress that the asphalt pavement industry is on the verge of several major breakthroughs in sustainable asphalt pavement technology. Acott appeared before the House Science and Technology Subcommittee on Technology and Innovation on March 31st, about how asphalt reuse/recycling, WMA, Perpetual Pavement and Porous asphalt will help pave the way to a more sustainable future. The focus of the hearing was on the role of research in mitigating the impact of transportation infrastructure on the environment, with an emphasis on climate change. The Committee on Science and Technology will write the research portion of the next transportation authorization bill.

The Asphalt Institute is again offering their one day seminar on the “Construction of Quality Hot Mix Asphalt Pavements”. This year these seminars will be offered at the following locations:

May 19th Propositions to Appear on Ballot
The past two weeks we briefly commented on Propositions 1A and 1B that will appear on the May 19th Ballott. This week we would like to briefly comment on Proposition 1C. California Proposition 1C is one of seven ballot propositions that will appear on the May 19 ballot in California. It is part of the 2009-2010 California state budget and tax increase agreement. Proposition 1C would authorize borrowing against future lottery proceeds as a way to avoid state government spending cuts. The 2009-2010 budget plan includes $5 billion from this source, and the measure would also authorize similar borrowing in future years. It does not include a cap on the amount of future lottery revenue that could be pledged to pay for current spending. Essentially, the measure would allow a form of deficit spending that is not subject to the balanced budget provisions adopted by a vote of the people in California Proposition 58 (2004).
The proposal would also repeal the current requirement that lottery revenue be used only for education. Instead, the legislature could appropriate lottery revenue for any purpose. However, the measure would require the legislature to appropriate general fund revenues to education in an amount equivalent to the lottery revenues that went to schools in FY 2008-2009, adjusted for inflation and changes in student counts.
It would also revise lottery management details, including repealing a competitive bidding requirement for certain lottery operations, and lowering the cap on the amount of lottery revenue that can be used for administration purposes from 16 percent to 13 percent (which is the amount currently used for administration).
