House Pushes Highway & Transit Reauthorization Bill Back to 2012

House Republican leadership has postponed introduction and consideration of a surface transportation reauthorization bill until next year, House Transportation and Infrastructure Committee Chairman John Mica told industry leaders last week.

Federal highway and transit programs are currently authorized until March 31st, 2012.  House Speaker John Boehner, R-Ohio, spoke last month of his intent to introduce a five-year surface transportation reauthorization bill "in the weeks ahead."   The speaker posted a blog entry Nov. 3rd stating his desire to move the combined highway and transit reauthorization as well as expanded domestic energy production legislation "through the House before the end of the year."

Mica, R-Florida, told a national transportation policy summit held Wednesday in Washington by the University of Virginia's Miller Center that representatives "could still complete action in the House and move to conference with the Senate on a timely basis," said John Horsley, executive director of the American Association of State Highway and Transportation Officials.  "He also stated that he thought that as far as he was concerned, the March 31st deadline was a hard deadline and that would force the House and Senate to take action by the deadline."

There simply isn't time to complete House action on a transportation reauthorization bill before the holiday recess, Mica said.  Congressional leaders are aiming to conclude this year's session by Dec. 16th, when a continuing resolution funding several federal agencies is set to expire.

Mica spokesman Justin Harclerode told Transport Topics that "Republican leadership and the committee remain committed to moving this important infrastructure jobs bill early next year, likely in January or February."

After taking a holiday recess, the House is scheduled to reconvene Jan. 17 for the second session of the 112th Congress.

Asphalt Pavement Association Annual Dinner Meeting
 
 
Next year's Annual Board of Directors Meeting and Annual Dinner have been set for Thursday, January 12th, 2012.  Due to the unification of the APA of California and CalAPA which will become official on January 1st, 2012, these events will be the first official events of the new, unified organization. 

Both events will be held at the Jonathan Club in downtown Los Angeles.  The Board of Directors Meeting will take place in the afternoon from 12:00 noon until 5:00 pm and the dinner will begin at 5:30 pm.

California State Senator Robert Dutton has been invited to be the Special Guest Speaker for the Dinner meeting.  As the Senate Republican Leader, Senator Dutton will be able to offer his views on the financial condition of the State of California, comment on the budget situation and reflect on transportation funding both now and into the future.

This will be a significant and historic meeting you should make your reservations early.  Sponsorships are available for the event and invitations are scheduled to be put in the mail this week.

Interlayers a^?? Specific Construction Guidelines

The following guidelines are specific to the individual interlayer materials.

Specifics for Paving Fabric Installation Prior to HMA Overlay

  • Large wrinkles (1- inch and larger) should be slit and lapped in the direction of paving.
  • The fabric should be broomed order to remove air bubbles and maximize pavement contact.
  • The liquid asphalt application should extend 2 to 4 inches beyond the fabric edge.
  • The joints should be lapped with no more than two layers of fabric.

Specifics for Paving Fabric Installation Prior to Chip Seal Application

  • The liquid asphalt application should extend 2 to 4 inches beyond the edges of the fabric.
  • All wrinkles should be cut out completely with no lapping.
  • The fabric should be butted at both longitudinal and transverse joints.
  • The fabric should be completely saturated during the lay down procedure.
  • The fabric should be rolled immediately after placement to remove air bubbles and maximize pavement contact.
  • Sanding can be used to prevent roller tires from adhering to and picking up the fabric.  The cover sand should be uniform, clean dry and free from deleterious matter.  Loose sand should be removed prior to application of the chip seal.
  • The recommended ambient temperature range for fabric installation is 60A^F to 100A^F.  The recommended pavement temperature is 55A^F and rising.  The fabric should not be placed unless temperatures and weather conditions will also allow for completion of the chip seal immediately following the fabric application.
  • Brooms on lay down equipment should apply uniform pressure across the full width of fabric.
  • Fabric for chip applications is not recommended in the following areas:
    1. the bubble portion of cul-de-sacs;
    2. sharp curves;
    3. intersection radii; and
    4. the last 100 feet approaching an intersection that requires traffic to stop, turn or reduce speed.

Specifics for Paving Mat Installation prior to HMA Overlay

  • If milling of the existing asphalt pavement has been performed, a leveling course may be required prior to placement of a paving mat.  This will depend on the smoothness of surface created during the milling operation.
  • A leveling course is recommended over all Portland cement concrete pavements.
  • The liquid asphalt application should extend 2 to 4 inches beyond the fabric edge.
  • Large wrinkles (1-inch and larger) should be slit and lapped in the direction of paving.

Specifics for Paving Grid Installation prior to HMA Overlay

  • A leveling course is recommended for all paving grid Installations.
  • For scrim-applied paving grids, the tack coat should be applied at the rate 0.06 to 0.10 gal/yd2.
  • Prior to installation of a self adhesive grid, it is recommended that the manufacturera^??s guidelines be followed to test for proper adhesion to the existing pavement.

Specifics for Paving Composite Grid Installation prior to HMA Overlay

  • If milling has been performed, a leveling course is recommended prior to placement of composite paving grid, especially if the milling is deep or rough.
  • A leveling course is highly recommended over all Portland cement concrete pavements.

Governor Brown Plans to Hike Sales & Income Taxes

Desperate to plug budget holes for the next five years, Governor Jerry Brown will ask voters to raise $7 billion annually by taxing the rich and hiking the sales tax by half a cent.

The Democratic governor crafted his November 2012 initiative with legislative leaders and major labor unions behind closed doors, relying on polls showing voters may be willing to tax the wealthy and pay more for schools.

The state faces a $12.8 billion deficit over the next 19 months after relying on optimistic projections and onetime budget patches, according to the state Legislative Analyst's Office.  While Brown's proposal would not eliminate the entire gap, Democratic leaders believe $7 billion is about the most that voters will stomach.

The governor refused to discuss his tax plan last Thursday after appearing at a Capitol hearing on his public pension rollback.  But he suggested his pension changes could persuade voters to approve taxes next year.

Brown told lawmakers that "without pension reform I don't think we'll have the credibility to ask the people to do other things that are very much needed and that you'll want."

The governor is going straight to the voters with a signature-gathering drive after GOP lawmakers rejected his tax plan this year.  Senate President Pro Tem Darrell Steinberg said he has little hope for a bipartisan tax deal in 2012.

Brown's proposal joins a crowded field of tax ideas, some backed by financiers with enough cash to gather signatures without politicians, unions or corporations.

Democratic leaders are counting on the power of the Governor's Office and labor groups such as the California Teachers Association to discourage rivals from qualifying their measures. Conventional wisdom is that if tax initiatives flood the ballot, voters will thumb their noses.

Under the governor's proposal, California would impose a half-cent sales tax increase starting in 2013 and an income tax hike on high-income earners retroactive to January 2012.  Both would expire at the end of 2016.

The upper-income tax hike would start with a one-percentage-point increase at $250,000 for individuals and $500,000 for joint filers.  A separate increase would charge 1.5 percentage points on income between $300,000 and $500,000; a third bracket would impose two percentage points on income above $500,000 for individuals. (Amounts are double for joint filers.)

The income tax change generally affects the top 1 percent of taxpaying households, a favorite target of Occupy protesters in recent months.  In 2009, according to the Franchise Tax Board, the 1 percent threshold of tax filers started at $400,635.

"We've done quite enough on the cuts side," Steinberg said. "I can't say there won't be more, but they certainly ought to be a last resort. Instead of spending months trying to negotiate with legislative Republicans, let's take our case straight to the people most affected by the cuts."

In the same ballot initiative, the governor will ask voters to lock in a temporary sales and vehicle tax shift that pays local governments for housing inmates and other state responsibilities.

The ideal candidate will coordinate all necessary activities to ensure customer satisfaction is consistent with business objectives.  Candidate will need to have timely and clear communications concerning customer issues and activities, prepare and present organized sales presentations to customers, develop close relationships with all levels of a customera^??s organization, and close on new business opportunities. 

To qualify for this position candidates must possess a B. S. Degree in Civil or Chemical Engineering or related discipline.  Candidate should have a minimum of eight (4) years proven sales experience preferably in the Asphalt industry.   Must be a self-motivated, proactive individual that is capable of operating independently and able to adjust priorities to meet territory goals.  Excellent verbal and written communication skills are essential.  Candidate should have ability to use common computer programs and the ability to learn in-house applications.  Up to 50% travel.

To become a Certified Binder Technician, a candidate must have work experience with the testing of asphalt binders for compliance with the PG specification (AASHTO M320).  Candidates must have either 6 months of experience or 60 days working directly under an NBTC certified technician before attempting to achieve certification. NBTC Program attendance requires a completed application form and approval.

If you qualify for certification and would like to request attendance at a certification class you must first complete an NBTC application form.
