In This Issue:
The Transportation Construction Coalition (TCC) held its annual Legislative Fly-In last week on Tuesday and Wednesday, May 19th and 20th, with over 400 transportation construction industry leaders in attendance. APA of California President & Executive Director, Jim St.Martin attended from California along with representatives from EUCA, SCCA and AGC. Virtually without exception, every California Legislator that was visited supports a well funded Federal Transportation Program, this is very good news. The separation begins to become evident when the funding mechanism for such a program becomes the topic of discussion. With all of the other priorities in the Federal program, transportation, while very important, does not measure up to issues such as the Federal Stimulus Program, Climate Change or Health Care Reform. Funding will be a challenge as the Senate and House consider a
new,
long term Transportation Bill.
During the Fly-In, House Transportation & Infrastructure Committee Chairman Jim Oberstar (D-Minn.) told TCC representatives that he expects the House will pass landmark legislation to reauthorize the federal highway and transit programs before the July 4th holiday. Oberstar detailed the “transformational” bill his committee will mark-up the second week of June. The legislation, he said, will compress the over 100 current federal surface transportation categorical programs into four core priority areas. Oberstar said he had briefed the House leadership and the chairman of the tax-writing Ways & Means Committee on the bill and had been told it will be sched
uled
for floor action in the House during the third week of June.
Oberstar said he anticipated passage of a “robust” multi-year authorization funded in the neighborhood of $450 billion. He suggested a variety of funding mechanisms will be necessary to finance the investments called for in the bill, including an increase in the federal motor fuels excise rate that might be pegged to economic recovery. The chairman vowed “there will be no extensions” of the current highway and transit program authorization by the House after its October 1st expiration if the Senate and president have failed to act on the measure.
At the same event, Rep. John Mica (R-Fla.), the ranking Republican on the T&I Committee said he and his staff had helped draft the bill and he was supportive of it.

Bay Area Technical Committee
The Asphalt Pavement Association of California’s Bay Area Technical Committee Meeting will be held on Tuesday, June 2nd beginning at 10:00 am. The meeting will be held in the offices of Vulcan Materials Company in Livermore. The office is located at 365 North Canyons Parkway, Livermore, CA. This months meeting will focus on recent updates to Caltrans Section 39, revisions to California Test Methods and Warm Mix Asphalt (WMA). These are Joint Agency / Industry discussions - Agency representatives are encouraged to participate in these meetings to share their views and concerns with Association members.

Warm-Mix Asphalt and Recycling Symposium in California!!
The huge momentum of warm-mix asphalt (WMA) has captured the attention of both industry and agencies alike. Characteristics of WMA include lower emissions, reduced fuel costs during production, wider temperature windows and extending the paving season. The June 8-10 event will be an opportunity not only to learn about warm-mix technologies, but also to gain information about RAP and recycling. Together, RAP and warm mix can help your company operate in a more environmentally friendly manner, while at the same time being cost-efficient.
The conference kicks off at 1 p.m. on Monday, June 8, with a focus on asphalt supply, aggregate supply, and RAP. June 9 will be devoted to warm-mix asphalt and will include best practices at the plant and paving site, results of field trials, accelerated performance testing, energy conservation, emission reductions, and plant operations. Perspectives from contractors, state DOTs, the FHWA, and the U.S. EPA will be included. The conference will wrap up at 5 p.m on Wednesday, June 10. The registration price includes a reception Monday evening, and four of NAPA's popular publications on the subjects.

Association of Asphalt Paving Technologists
For more than 80 years, the Association of Asphalt Paving Technologists (AAPT) has been a leader in the development and communication of asphalt paving technology. NAPA Webinar - A Guide to the LEED Process for Contractors

LA Contractors Dinner Meeting
The Los Angeles Contractors Committee will be holding their bi-monthly Dinner Meeting on Tuesday, June 16th at the Dal Rea Restaurant in Pico Rivera. The meeting will feature a presentation on Warm Mix Asphalt (WMA), one of the newest technologies in the Hot Mix Asphalt (HMA) industry. Scott Dmytrow, who is with Telfer Companies, will be the Guest Speaker and will cover all of the various technologies and methods that are currently being used for this new approach to the production and construction of HMA pavements.
The meeting will begin with a social hour at 5:30 pm, to be followed by the dinner and program at 6:30pm. The Dal Rea is located at 9023 W. Washington Blvd., Pico Rivera, CA, 90660. Reservations are recommended – please contact the Association office @ 949-855-6489 if you are planning to attend.
State Pavement Engineer Resolves Dispute
Caltrans and Industry have been working on a new specification for HMA heavy duty pavements. This new specification will be replacing several different specifications that are being used up and down the state for a variety of applications. The new specification, now called “HMA Type C” will be included in the new Caltrans Standard Specifications that are planned for 2010. During joint meetings between Caltrans and Industry four (4) issues were identified that the joint group was unable to agree upon. In accordance with the Rock Products Committee Charter, these issues were taken to the new State Pavement Engineer, Shakir Shatnawi, for resolution.
The resolution process included written positions from both Industry and Caltrans to Mr. Shatnawi on each of the issues. Then, a joint meeting was held where both Caltrans and Industry made presentations on each of the issues and answered questions and discussed their position. This meeting was held on Monday, May 11th in Sacramento. Mr. Shatnawi considered each of the positions and rendered his decision last week on Monday, May 18th.
Following is the text of his decision (portion):
Issue #1 - Percent of Crushed Particles for Fine Aggregate (Passing #4 and retained on #8)
Decision: Use 90 percent one fractured face
Issue #2 - Percent of Maximum Theoretical Density
Decision: Use 91-96 for 5% Air Voids using n=3
Use 92-97% for 4% Air Voids using n=3
Both of these apply to standard and QC/QA mixes
Issue #3 - Asphalt Binder Content Requirement
Decision: Use +/-0.40
Issue #4 - Minimum Layer Thickness vs. NMAS
Decision: Use 3 X NMAX for thicknesses less than 0.2 ft
Use 4 X NMAX for thicknesses equal or more than 0.20 ft

With regret we must inform you of the death of longtime materials innovator James Cox. He died on Thursday, May 14th. Jim’s wife will be officially announcing a memorial ceremony in about a month’s time.
Cox was best known for the company that bore his name, James Cox & Sons, Inc. based in Colfax, CA. Over the years, Cox & Sons has developed a complete line of products for asphalt, concrete and soil testing which conform to various ASTM and AASHTO specifications. These machines include, among others, computerized profilograph, Rolling thin film oven, Hydraulic Kneading Compactor, Shear testing system, and Axial testing system.
In 1989 Cox & Sons was selected by University of California at Berkeley to design and manufacture the prototype for the shear testing system for the federal Strategic Highway Research Program (SHRP). SHRP was initiated to develop standards for road construction in this country. The original testing system is currently in use at the Richmond Field Station (UC Berkeley) and there are several of the enhanced shear testing systems with confining pressure in the field at this time.
